This contribution addresses two important aspects of the implementation of Canada’s international human rights obligations. These have received little attention (if any, in the case of the first point of this report) in previous cycles of the Universal Periodic Review (UPR).
On the one hand, it will address the failure to implement the principle of universal jurisdiction in the fight against impunity for international crimes. On the other hand, the report will address Canada’s limited participation in the inter-American human rights protection system, mainly due to its non-ratification of the American Convention on Human Rights.
Based on these considerations, the report offers recommendations for improving Canada’s protection of human rights.
